Dr. Atef Mohammed Surour is the Co-Founder and General Manager of 3C Health. He is a distinguished clinical executive and pioneer in healthcare quality in the Kingdom of Saudi Arabia.
Dr. Atef is an experienced leader in clinical governance, medical auditing, and healthcare quality in Saudi Arabia. As the Founder and Supervisor General of the Clinical Audit Program at the Ministry of Health, he led the nationwide clinical audit team responsible for conceptualizing and developing the MOH’s first 49 hospital performance indicators and authored the landmark Clinical Audit Manual.
His leadership in government health administration includes serving as Director General of Qassim Health Affairs and directing King Fahad Specialist Hospital, a flagship 450-bed referral institution.
A dedicated medical educator and certified facilitator (SCFHS), Dr. Atef has trained generations of healthcare leaders and clinical specialists. By uniting clinical expertise with advanced quality methodologies—including Six Sigma Green Belt, Balanced Scorecard strategy, and HCQ London Clinical Audit certification. He is a certified Training of Trainers (TOT) Facilitator for the Saudi Commission for Health Specialties (SCFHS).
